Let the drawing decide. If your part calls out flatness or parallelism within a few microns, specifies a ground finish, or is made from hardened tool steel, surface grinding capability is essential. If the part has complex contours, deep pockets, threads, or thin walls, you need a CNC machining supplier first.
In practice, many precision parts need both. A typical route is CNC milling or turning to near-final dimensions, followed by surface grinding on the critical faces.
